The Community Improvement District (CID) Seed Funding program is a $1 million, open, demand-driven grant program designed to support early CID proponents with seed funding to contribute toward eligible costs incurred during the process of becoming a CID.
The CID Seed Funding program will support CID proponents to prepare the statutory documentation required for CID establishment. The objectives of the program are to:
provide seed funding to enable CID proponents to prepare the statutory documentation required for CID establishment
reduce financial and procedural barriers for motivated CID proponents
build CID proponent capacity in governance, consultation, and financial modelling
support early engagement that demonstrates the benefits of CID formation to key stakeholders.
The program will offer potential CID proponents with funding limits based on the number of all parcels of land within the proposed CID boundary:
up to $150,000 (excluding GST) in funding available for CID proponents with a boundary of 125 parcels of land or fewer
up to $350,000 (excluding GST) in funding available for CID proponents with a boundary of more than 125 parcels of land.

Applications will be accepted until 5:00pm on Thursday 30 April 2026, or until funding is fully allocated, whichever comes first.
