The Local Government Night-Time Economy Toolkit for Councils is a resource to support councils to build their capacity to develop and manage their night-time economies.
The Local Government Night-Time Economy Toolkit has been developed by the Office of the 24-Hour Economy Commissioner in partnership with the local government sector to support councils to assess the current state of their night-time economy and capacity to enhance it.
It sets out advice and tools that are available to councils to progress their night-time economy, along a five-stage continuum from ‘Emerging’ to ‘Established’, recognising that every local area is different.
Councils can use the Local Government Night-Time Economy Online Diagnostic Tool to map the maturity of their local night-time economy and the current readiness of their council to grow and manage that growth.
Based on feedback received from council officers; we have digitised the Diagnostic Tool to make it easier to complete. Council officers can now answer a series of online questions to map the maturity of their local night-time economy and the current readiness of their council to grow and manage that growth.
The refreshed Diagnostic Tool was presented at a webinar for council officers across NSW on 1 July 2024. A recording of the webinar is available to view here.
The Night-Time Economy Strategy Template is designed to support council officers in developing or refreshing local night-time economy or 24-hour economy strategies.
The Night-Time Economy Strategy Template has been prepared in response to feedback received from council officers as part of the Local Government NTE Toolkit workshops, held by the Office of the 24 Hour Economy Commissioner in 2024. The document provides an overview of the NSW 24-Hour Economy Strategy and how this may be reflected in a local night-time or 24-hour economy strategy.
The template then walks you through what a typical local night-time or 24 hour economy strategy may look like, with a checklist of key steps to take and highlighting best practice examples from existing council strategies for guidance and inspiration for each component of a strategy. A list of existing council night-time strategies and studies, along with resources and glossary, are available at the end.
In applying this Toolkit, we encourage councils to reach out to the Office of the 24-Hour Economy Commissioner, to walk them through how to map their maturity level and apply the relevant Implementation Guide.
